Meet our team
Regulatory Support Services was founded in 1994 to assist funeral homes with OSHA compliance. Shortly following our founding, services were expanded to include compliance assistance with the Federal Trade Commission’s Funeral Rule as well as state’s funeral laws and regulations. Along the way, several dental and medical clients joined our client family.
Paul Harris
President/CEO
Paul received his North Carolina Funeral Service license in 1982. He worked for a funeral home in Durham, North Carolina from 1983 until 2004 when he was named Executive Director of the North Carolina Board of Funeral Service. In 2012, Paul and his wife Theresa purchased a majority interest in Regulatory Support Services and finalized purchase of all interest in the company in 2016. Outside of serving Regulatory Support Services’ clients, Paul’s interests include collecting vintage wristwatches, reading and spending time with his family. Paul and Theresa make their home in Durham and have one adult son, Pearce.
Twila Dickerson
Administrative Manager
Twila is the Administrative Manager at Regulatory Support Services. She joined the team in 2005 and, more than likely, is the first voice you will hear when calling the office. Honest, dependable, and caring are the qualities that Twila brings to RSS as she navigates the various office duties that help to keep Regulatory Support Services operating at a top-tier professional level. Twila lives on the shores of the Chesapeake Bay in Virginia. She enjoys spending time with her family (especially with her two grandsons) as well as kayaking and fishing. She is an avid NASCAR fan and loves to travel.
David Hall
Field Consultant
David has been a licensed funeral director and embalmer since 1981. After earning his bachelor’s degree, he began a teaching career at Fayetteville Technical Community College which spanned 28 years. There he taught Funeral Law & Ethics; Funeral Directing Management; Funeral Merchandising; Funeral History and Restorative Arts in addition to clinical embalming and pathology. In 2015, he became an inspector for the North Carolina Board of Funeral Service. In 2018, David joined Regulatory Support Services as a compliance consultant. On a personal level, David has served his church – St. Paul’s Episcopal Church – where he sings in the choir and is serving as Senior Warden. He lives on 25 acres and is an “unapologetic car freak.” He collects cars including old 4-door limousines, high-top ambulances, and side-service hearses which are coveted! David’s other interests include antique key-wound clocks, old fountain pens, and basically, any and all vintage funeral paraphernalia.
KATHY FEIRING
Field Consultant
Kathy joined Regulatory Support Services as a compliance consultant in 2022 and has been a Funeral Service Licensee in Virginia since 2016 after graduating from the John Tyler Community College program. She earned her Certified Funeral Service Practitioner (CFSP) designation in 2019. Before joining RSS, she had spent several years volunteering with her local Humane Society, Medical Reserve Corps, CERT (Citizen Emergency Response Team), and Volunteer Fire Department. She has two adult daughters and two German Shepherds. If she has any free time, she enjoys reading and learning new things, but you might just find her at the fire department driving an ambulance.
Paul L. Richardson
Field Consultant
Paul L. Richardson joined the Regulatory Support Services as a compliance consultant in January 2025. Paul is a 2004 graduate of Elon University and 2008 graduate of Gupton Jones College of Funeral Service. He worked for a funeral home in his hometown of Burlington, NC until 2019 when he joined the staff at the NC Board of Funeral Service as the Preneed Program Manager. He left that position earlier this year and we are indeed fortunate that he now joins us. Paul enjoys working with funeral practitioners and looks forward to being part of the team at Regulatory Support Services as well as the opportunity to expand this work with establishments outside the state of North Carolina. Paul resides in Raleigh with his wife Irene and has two stepdaughters, Dorian and Camryn. In his free time, he enjoys spending time with his family, hiking, listening to audiobooks, and watching football and soccer.
